PM Surya Ghar RWA CFA Rates in 2026
| Residential segment | Ordinary State/UT CFA | Special-category State/UT CFA | Maximum supported capacity rule |
|---|---|---|---|
| GHS/RWA common facilities, including EV charging | ₹18,000 per kWp | ₹19,800 per kWp | Up to 500 kWp and up to 3 kWp per house, inclusive of individual rooftop plants |
Eligible RWA capacity × ₹18,000
Special-category formula:
Eligible RWA capacity × ₹19,800
Special-category locations listed in the operational guideline include Uttarakhand, Himachal Pradesh, Jammu and Kashmir, Ladakh, North-Eastern States including Sikkim, Andaman and Nicobar Islands, and Lakshadweep.
How the 500 kWp and 3 kWp per House Limit Works
Society ceiling before individual adjustment = lower of (number of houses × 3 kWp) or 500 kWp
Remaining common-facility ceiling = society ceiling − individual rooftop capacity counted within the GHS/RWA limit
Eligible RWA capacity = lower of actual eligible common plant capacity or remaining common-facility ceiling
Interactive PM Surya Ghar RWA Subsidy Calculator
Enter the number of houses, proposed common-facility solar capacity and individual rooftop capacity within the society. The calculator estimates the Central CFA ceiling from the operational guideline. It does not submit an application or replace National Portal and DISCOM validation.
RWA Subsidy Calculation Examples
| Scenario | House-based ceiling | Eligible common capacity | Ordinary-State CFA |
|---|---|---|---|
| 20 houses, proposed 100 kWp, no individual systems | 20 × 3 = 60 kWp | 60 kWp | 60 × ₹18,000 = ₹10,80,000 |
| 50 houses, proposed 100 kWp, no individual systems | 50 × 3 = 150 kWp | 100 kWp | 100 × ₹18,000 = ₹18,00,000 |
| 100 houses, proposed 250 kWp, 30 kWp individual systems | 100 × 3 = 300 kWp | Lower of 250 or 270 = 250 kWp | 250 × ₹18,000 = ₹45,00,000 |
| 100 houses, proposed 300 kWp, 80 kWp individual systems | 300 kWp | Lower of 300 or 220 = 220 kWp | 220 × ₹18,000 = ₹39,60,000 |
| 300 houses, proposed 600 kWp, no individual systems | 900 kWp, capped at 500 | 500 kWp | 500 × ₹18,000 = ₹90,00,000 |
How Individual Rooftop Plants Affect the RWA Limit
The operational guideline states that the upper limit of CFA-supported RTS capacity for a GHS/RWA is inclusive of individual rooftop plants installed by individual residents within the society. This prevents the association and residents from treating the three-kWp-per-house ceiling as two separate full entitlements.
- Create a flat-wise list of existing individual rooftop systems.
- Record application ID, installed DC capacity and CFA status where available.
- Confirm whether planned resident systems are already approved or under installation.
- Ask the DISCOM how individual capacity will be counted in the RWA application.
- Freeze the common-plant design only after the remaining ceiling is confirmed.
- Update the society register when an individual resident later installs solar.
What Can Common-Facility Solar Supply?
The official guideline expressly covers common facilities, including EV charging. It does not publish one exhaustive national list of every common load. The following are practical examples that should be verified against the society’s connection, State regulation and DISCOM approval.
Lifts and Escalators
Common vertical-transport loads supplied through the society connection.
Water Pumps
Borewell, transfer, pressure and overhead-tank pumping for shared services.
Common Lighting
Corridors, staircases, parking, roads, gates and landscape lighting.
EV Charging
Approved charging loads connected through the common-facility arrangement.
Security and Access
Gate systems, cameras, intercom, access control and security rooms.
Clubhouse or Community Areas
Shared facilities where the electricity is billed through the eligible common connection.
Wastewater or Treatment Loads
STP, water treatment or waste-management equipment serving the complex.
Fire and Emergency Systems
Eligible common auxiliary loads, subject to safety and backup requirements.
Other Shared Loads
Only after verifying the connection, tariff, metering and society authority.
What the RWA Common Connection Should Not Be Used For
- Direct electricity supply to individual flats through an unapproved private distribution arrangement
- Commercial or industrial loads unrelated to the eligible residential common facilities
- A fully off-grid installation claimed as a grid-connected common project
- Inflated house count or common-load capacity
- Non-DCR modules when Central CFA is claimed
- Mixing individual and common capacity without disclosing the overall ceiling
- Using another society’s consumer connection or photographs
- Charging residents an undisclosed premium while presenting the project as fully government funded
Compare grid architectures in the on-grid versus off-grid solar guide .
RWA Common Subsidy vs Individual Household Subsidy
| Feature | Individual household | GHS/RWA common facilities |
|---|---|---|
| Beneficiary | Eligible residential consumer | Eligible society/association common connection |
| Purpose | Household electricity connection | Common facilities, including EV charging |
| CFA rate | ₹30,000/kWp first 2 kWp, ₹18,000 for next 1 kWp in ordinary locations | ₹18,000/kWp in ordinary locations |
| Maximum supported capacity | No additional household CFA beyond 3 kWp | Up to 500 kWp and 3 kWp per house, inclusive of individual plants |
| Electricity use | Tagged household connection | Dedicated common-facility connection |
| Decision process | Individual consumer | Association authority, resolution, members and common-property rules |
| Bank account | Concerned consumer | Eligible beneficiary entity/account accepted in the workflow |
The household CFA structure is explained in the PM Surya Ghar subsidy guide .
Society Resolution, Member Consent and Governance
The central CFA guideline establishes subsidy eligibility but does not replace the association’s own bye-laws, apartment law, cooperative-society law, title documents or meeting rules. The RWA should confirm who is authorised to use the common roof, borrow or spend funds, sign the vendor agreement, operate the bank account and allocate savings.
- Valid association registration and governing documents
- Authority of committee or board
- Meeting notice and quorum
- Resolution approving capacity, budget and funding
- Authority to use common roof and electrical connection
- Member disclosure of roof access and maintenance implications
- Conflict-of-interest declaration for vendor selection
- Authorised signatories for portal, bank and contract
- Resident contribution and refund rules
- Allocation of electricity savings
- EV charging pricing and access rules
- Future individual rooftop application policy
Audit the Common Electricity Load Before Choosing Capacity
| Load category | Data to collect | Design relevance |
|---|---|---|
| Lifts | Rated power, number, operating hours and starting behaviour | Daytime energy use and demand pattern |
| Water pumps | Motor ratings, schedules and seasonal operation | Can be shifted toward solar hours where operationally safe |
| Lighting | Fixture count, wattage and day/night use | Night load may not directly consume daytime solar without net accounting |
| STP and treatment | Motor, blower and pump schedules | Often provides stable daytime common load |
| EV charging | Charger rating, vehicles, simultaneous demand and charging window | Future demand can materially change optimal plant size |
| Clubhouse and offices | Air conditioning, appliances and operating schedule | Variable occupancy and seasonal use |
| Existing DG or backup | Essential circuits and changeover arrangement | Solar interconnection must not defeat emergency design |
- Collect at least 12 months of common-meter bills.
- Record monthly units, maximum demand and tariff.
- Separate common connection from individual flat bills.
- Identify daytime and night-time consumption.
- Include approved future EV and facility loads.
- Check export compensation under current State regulation.
How to Choose the RWA Solar Plant Size
The subsidy ceiling is not automatically the economically ideal plant size. Compare the allowed capacity with roof area, shade, common annual consumption, daytime load, export tariff, sanctioned load, transformer and interconnection conditions.
Scheme-supported ceiling
Common-load energy requirement
Suitable shadow-free roof area
DISCOM and metering approval
Budget and financing capacity
Vendor’s safe technical design
Estimate roof space with the solar-panel rooftop-area guide and understand capacity selection through the solar system-size guide .
Common Roof Rights, Access and Competing Uses
- Confirm that the roof or elevated space is common property or validly controlled by the association.
- Map water tanks, fire access, antennas, ducts and maintenance routes.
- Preserve drainage and waterproofing.
- Check structural load and wind design.

- Bank account in the eligible association/entity name
- PAN and KYC consistency
- Authorised signatory resolution
- Correct account number and current IFSC
- Cancelled cheque, statement or passbook evidence
- Active account capable of receiving transfer
- Dual-signature or committee controls where required
- Separate project ledger for resident contributions and vendor payments
Track release through the PM Surya Ghar subsidy-payment status guide .
How Residents Can Share the Project Cost
Central CFA does not necessarily cover the full project price. The society must decide the remaining contribution under its bye-laws and resolution.
| Contribution method | Advantage | Governance concern |
|---|---|---|
| Equal amount per flat | Simple administration | May be challenged where unit sizes or voting rights differ |
| Area-based contribution | May align with existing maintenance formula | Must follow bye-laws and approved resolution |
| Society reserve fund | No immediate special collection | Check permitted fund use and future reserve adequacy |
| Bank or institutional loan | Spreads capital cost | Authority to borrow, security, repayment and CFA linkage |
| EV-charging or facility revenue | Can support operating cost | Tariff, tax, policy and usage uncertainty |
| Mixed funding | Balances reserve, contribution and loan | Needs transparent accounting and priority of payments |
Calculate Common-Area Solar Savings Correctly
Self-consumed solar units × avoided common tariff
+ exported units × applicable credit rate
− annual maintenance, insurance, meter and finance costs
- Use the common meter’s tariff, not an individual domestic tariff.
- Separate energy charge, demand charge and fixed charge.
- Check whether solar reduces demand charges under local billing rules.
- Use realistic generation and degradation assumptions.
- Include inverter replacement and post-CMC maintenance reserve.
- Model EV charging separately from ordinary common consumption.
- Compare actual bills every month after commissioning.
Adapt the method in the PM Surya Ghar savings calculator .
Five-Year CMC, Warranty and Society Maintenance
Registered vendors must provide five years of repair and maintenance from commissioning under the scheme CMC. A large RWA project should turn that obligation into measurable service levels.
- Preventive-maintenance frequency
- Cleaning labour, water and access
- Fault response and escalation time
- Monitoring administrator access
- Module and inverter warranty documents
- String and inverter performance reports
- Structure, roof and corrosion checks
- Earthing and protection testing
- EV-charger coordination where included
- Replacement serial and portal records
- Year-five condition audit
- Post-CMC maintenance budget
Follow the rooftop solar maintenance and warranty guide .
Existing Solar, Prior Subsidy and Later Expansion
The guidelines address additional CFA for a previously subsidised rooftop installation only for remaining eligible capacity. For an RWA, expansion planning must also respect the 500-kWp, three-kWp-per-house and individual-rooftop-inclusive limits.
- Record all existing common and individual solar capacity.
- Record the scheme and CFA already received.
- Confirm remaining eligible capacity with the portal and DISCOM.
- Audit roof, inverter and meter capacity.
- Use compliant new modules and equipment.
- Keep old and new project documents separate but linked.
- Do not claim fresh CFA merely because an old plant was relocated.

₹18,000 per kWp in ordinary States and UTs and ₹19,800 per kWp in listed special-category States and UTs.
What is the maximum RWA capacity eligible for CFA?
Up to 500 kWp, also limited to three kWp per house and inclusive of individual rooftop plants within the society.
How is the three-kWp-per-house limit calculated?
Multiply the verified number of houses by three kWp, apply the 500-kWp cap and account for individual rooftop capacity within the overall limit.
Can a 20-flat society claim CFA on a 100-kWp common plant?
The official illustration limits supported capacity to 60 kWp, producing ₹10,80,000 CFA at ₹18,000 per kWp.
Can a 50-flat society claim CFA on a 100-kWp plant?
The official illustration supports the full 100 kWp because the house-based ceiling is 150 kWp, resulting in ₹18,00,000 CFA at the ordinary rate.
Do individual rooftop systems reduce the RWA ceiling?
The guideline says the upper limit is inclusive of individual rooftop plants installed by residents within the GHS/RWA.
Can common solar supply electricity directly to every flat?
The eligible connection should be dedicated to common facilities and should not provide direct electricity supply to residential consumers within the RWA.
Is EV charging eligible?
Yes. EV charging is expressly included as a common facility under the RWA/GHS CFA category.
Are lifts and water pumps eligible common loads?
They are practical common-facility examples when supplied through the eligible common connection, but confirm the project with the DISCOM and current portal.
Does the society need member approval?
Follow the association’s bye-laws and applicable law for notice, quorum, voting, roof use, borrowing and spending authority.
Can an RWA use any solar vendor?
A CFA-claiming project must use a vendor registered on the National Portal.
Are DCR modules compulsory?
Yes. Modules must be domestically manufactured from domestically manufactured cells for CFA eligibility.
Does inverter capacity determine RWA subsidy?
No. CFA is based on eligible module DC capacity, subject to the RWA capacity ceilings.
Can an RWA install more than the CFA-supported capacity?
Additional technically and regulatorily approved capacity may be possible, but the portion above the eligible ceiling does not receive Central CFA.
Can an RWA get a State subsidy too?
A State or UT may provide additional support, but it depends on the current local scheme and National Portal integration.
Which meter is used for RWA solar?
The meter and settlement mechanism depend on State regulations and DISCOM approval. Do not assume net or virtual net metering without confirmation.
Who receives the CFA?
The payment must follow the accepted beneficiary bank or linked-loan account workflow in the National Portal.
Does the vendor provide maintenance?
Registered vendors must provide five years of free repair and maintenance under the scheme CMC from commissioning.
How should the society calculate savings?
Use common-meter avoided tariff, export credit, demand-charge treatment, generation, degradation, maintenance, insurance and finance cost.
Can the RWA change its vendor?
It may be possible, but portal stage, agreement, payment, materials and completed work must be handled through the existing application and proper transfer records.
What if the application is delayed?
Identify whether the case is pending with the association, vendor, DISCOM, meter provider, portal or bank and raise a tracked grievance with evidence.
Should the RWA create another application to fix an error?
No. Use the existing application’s correction or grievance route unless the official authority directs a fresh submission.
Can a relocated old solar plant receive fresh CFA?
The guideline states that relocating an already installed rooftop system does not create fresh CFA eligibility.
Plan the Society Project Around the Common Meter
A compliant RWA project begins with the common electricity connection and verified house count—not with the largest array a vendor can fit. Match the CFA ceiling, individual rooftop capacity, common load, roof, resolution, vendor, equipment, metering, inspection, bank account and maintenance into one transparent project file.
